IATA AWARDS ISAGO CERTIFICATE TO JSC "Sheremetyevo-Cargo"!

The International Air Transport Association (IATA) awarded JSC "Sheremetyevo-Cargo", the IATA Safety Audit for Ground Operations (ISAGO) registration following the successful completion of their Corporate and Station audit in Sheremetyevo (SVO).

• ISAGO is a standardized and structured audit program of Ground Service Providers (GSP) modeled on the success of IOSA (IATA Operational Safety Audit), it uses internationally recognized ground operational standards and recommended practices. The audit is conducted by highly trained and experienced auditors.

• ISAGO provides GSPs with a model for operational risk & safety management in their organizations and for the first time there is a system for registration and sharing of audit results.

Please congratulate the SVO CARGO team that do the job each day for DL on a great TSA assessment yesterday. 
The inspector was Kent Hoefle from FRA and he has a long history with cargo operations in general and worked in the ATL cargo area for a competitor of DL's for a long time. 
He described SVO CARGO's security efforts after he returned from yesterday's session as the best he'd seen in 40 years in the business ...both as an agent and now working with TSA. 
As I said this morning on the telephone, there is no better complement for our SVO Cargo people that do the job daily than to hear this kind of news.

The meeting of representatives of organizations-participants of Coordination Meeting took place at “Sheremetyevo-Cargo” on the matters of registration of organizations, taking part in the process of providing air carriages at the airport, with the use of the information system of the Administration of a crossing (passing) point within the framework of realization of the project of creating of efficient security system of the Sheremetyevo Airport as performed by the decision of the Coordination Meeting of the Administration of a crossing (passing) point through the RF state border at the Sheremetyevo International Airport, territorial organs of security and internal affairs, organs of executive power of Moscow and the Moscow oblast as of 30.06.2004. Mr. R.S. Fadeev, the Deputy General Director for Security, the Deputy Chief of Administration of crossing (passing) point through the RF state border at “Sheremetyevo International Airport” J.S.C. was present at this meeting.

Discussed:
1. The possibilities of the test model (presented by “Sheremetyevo-Cargo”) of the through control of the technological process of the commercial and technical handling of the aircraft with the use of the information systems of the enterprise and the video-observation system for the all participants of the process, and, in the first place, for the state check authorities, located at the crossing (passing) point of the Sheremetyevo International Airport.
2. The prospects of further approbation of the system and its industrial introduction on the territory of the Sheremetyevo International Airport.
3. The ways of providing fulfilment of the “tightening” requirements of the airlines to the level of safety and security of cargo handling by the Sheremetyevo International Airport according to the decision of the Coordination Meeting of the Administration of a crossing (passing ) point through the RF state border at the Sheremetyevo International Airport as of 30.06.2004.

The next meeting of the working group of the Administration of a crossing (passing) point through the RF state border at the Sheremetyevo International Airport took place at “Sheremetyevo-Cargo” together with the Representations of the “Sheremetyevo International Airport” J.S.C., “Sheremetyevo-Cargo” J.S.C., the Sheremetyevo Customs, the Border Authorities of the FSB (Federal Service of Security) of Russia, “Moscow” OOPK (Border Authorities), the Sheremetyevo LUVD (Internal Affairs Department).
Discussed:
1. Realization mechanisms of the procedure of prior informing the border authorities (staff) about passengers at the Sheremetyevo Airport.
2. The procedure for preparing the documents for the next Coordination Meeting of the Administration of a crossing (passing ) point through the RF state border.

On the next Coordination Meeting of the Administration of a crossing (passing) point through the RF state border at the Sheremetyevo International Airport, territorial organs of security and internal affairs, organs of executive power of Moscow and the Moscow oblast there has been made the following decision concerning the “Sheremetyevo-Cargo” work in the composition of the Administrative of a crossing (passing) point upon creating efficient security system of the Sheremetyevo International Airport:
“…4. To prove the results of the experiment (which was made in “Sheremetyevo-Cargo” J.S.C. and on the ramp of the terminal 2) upon simulating the check borders of the handling staff, clients and means of transport of aviation and other enterprises and organizations. It is considered to be necessary the implementation at the Sheremetyevo International Airport of the security system, presented by “Sheremetyevo-Cargo” J.S.C….”

At “Sheremetyevo-Cargo” there was the demonstration of the technological procedure upon air carriages handling and operative control of the processes of aircraft handling in the airport with the use of the system of pre-informing of cargo of the state control organs and others participants of the process. This experiment has being made as performed by the decision of the Coordination Meeting of the Administration of a crossing (passing) point through the RF state border at the Sheremetyevo International Airport, territorial organs of security and internal affairs, organs of executive power of Moscow and the Moscow oblast as of 24.03.2004. The presented model of the security system, based on the “borders” of checking (control) cargo flow, handling staff, customers and means of transport, and providing the use of the advanced technical solutions, which add the current security system of the airport with the facilities of the objective system identification, allows, practically, to exclude the possibility of unauthorized penetration of the persons with illegal intention and Dangerous Goods, which are not ready for carriage, into the control airport zones.
